The Users and Computers Window is not installed by default in Windows Server unless the Domain Services are installed (to make it a domain controller).
If you only need to access Users and Computers without making the server a domain controller add the Remote Server Administration tools from the Features window, as shown below. This is valid for Windows Server 2016 and later.
